Rationale:
The focus on health of population and healthcare systems always intensifies in critical times such as periods of global economic crisis, or the onset of new pandemic diseases, and during periods of increased demand for medical care. Healthcare systems need to become ever more effective and timely in response to the challenges presented by a changing world.
In such circumstances, cooperation between the various components of different countries’ medical communities – medical practitioners, politicians, hospitals, educational and scientific establishments, pharmaceutical companies and manufacturers of medical equipment – surely becomes an imperative.
It is proposed that the “The British Healthcare in Russia” project shall be headed by an annual event, the first of which will be held in St. Petersburg in 2010, to be extended in subsequent years to Moscow and Yekaterinburg.
The project is supported by Board of Trade and is funded through it and Robert Kipps, Senior Sector Manager (International Healthcare), UK Trade & Investment has become an organizing committee member.

Objective/ mission:
Establishing and developing a collaborative professional network between medical communities and corporations – medical education establishments (universities, academies, teaching hospitals, colleges), medical associations, medical equipment manufactures and pharmaceutical companies – operating in the United Kingdom and Russia.
The outcomes of such networking will provide investors, commercial organizations and other relevant parties with the necessary insights to facilitate policy formulation and commercial decision making on medical projects, as well as encouraging the development of a strategy of cooperation between Great Britain and Russia in the sphere of healthcare.
The project’s aims include:
– Raising awareness of British healthcare capabilities and the range of medical services provided by leading British hospitals.
– Establishing direct links between British private hospitals and the leading teaching hospitals, researchers and medical establishments of St. Petersburg and wider Russia.
– The presentation of educational programmes by British medical schools and colleges to Russian students, doctors, and medical management.
– Promoting understanding of Russian patients’ needs and demands in the sphere of medical care, and the range of services which they seek outside Russia
– Introducing the principles and special features of Russian legislation in the sphere of healthcare and pharmacology.
– Promoting understanding of the procedures involved in purchasing medical equipment and pharmaceuticals, and discussing ways in which their use may be optimized in Russia.
– The establishment of mediation systems to be adopted during patients treatment in St. Petersburg and London.
– Development of medical tourism.
The progamme
The programme will be based on the “Open Space” approach, which aims to give each participant an opportunity to initiate and hold any new event, to introduce topics for discussion, and to take part in those gatherings which are of greatest interest to such participants.

Roundtable discussions will also involve politicians and relevant professional experts (e.g. economists, lawyers, insurers, and bankers), and representatives of executive and legislative authorities of Russia.
The project is unique in its design: for the first time a communication base is being established for professionals from two countries, linking the interests of their respective medical communities, researchers, academics and business communities.
The event is being held as a part of the programme of the “St. Petersburg Medical Forum” the main constituent of which is an annual conference. Over 150 managers working in the sphere of Russian healthcare, as well as politicians and experts from all over the country, will take part in it when it is held in May 2010. The forum has become one of the leading debating platforms of the Russian medical community where such important/ topical issues as the development of medical service markets, improvement of medical systems, the surmounting of administrative barriers and the launch of self-regulation programmes are discussed. Traditionally there are workshops concerning healthcare management, health insurance, legal support.
