British Healthcare Event in St. Petersburg

“The British Healthcare Event in St. Petersburg” is a unique project aimed to the development of partnership and business cooperation between medical societies, clinics, educational and scientific establishments, pharmaceutical companies and manufacturers of medical equipment from Russia and Great Britain.
This annual event is going on for the second time and has proved itself to be an effective communicative base for presentation of British healthcare and medical industry, establishment of direct links with British clinics and universities, sharing and exchange of best practices in treatment and diagnostics, trade and investment development in healthcare and pharmacy.
The project has been supported by UK Trade & Investment, and in June 2010 during His visit to St. Petersburg His Royal Highness the Duke of York got acquainted with “The British Healthcare Event in St. Petersburg” with a great interest and supported this important project in the sphere of cooperation between two countries.
The project is to be extended in subsequent years to Moscow, Yekaterinburg, Kazan, it is also planned to develop some business projects and create the Russian-British Medical Association for the development of professional, trade and investment cooperation.
Mission:
Establishing and developing a collaborative professional network between medical communities and corporations – medical scientific and education establishments (universities, academies, teaching hospitals, colleges), medical associations, medical equipment manufactures and pharmaceutical companies – operating in the United Kingdom and Russia.
The cooperation of professionals from two countries and received results will become an important step to for healthcare improvement and a base for the development of trade and investment in healthcare and pharmacy.
The British Healthcare Event in St. Petersburg objectives are to:
– Promote the high standards of British healthcare and range of medical services in leading British hospitals.
– Develop business partnership of pharmaceutical companies and manufacturers of medical equipment.
– Aid the establishment of direct links between British private hospitals and universities and the leading teaching hospitals, researchers and medical establishments of St. Petersburg and wider Russia.
– Present educational programmes by British medical schools and colleges to Russian students, doctors, and medical management.
– Create new opportunities for investments in healthcare and development of state-private partnership.
– Introduce the principles and special features of Russian legislation in the sphere of healthcare and pharmacology.
– Promote understanding of the procedures involved in purchasing medical equipment and pharmaceuticals, and discussing ways in which their use may be optimized in Russia.
– Establish of mediation systems to be adopted during patients’ treatment in St. Petersburg and London, develop medical tourism.
The progamme:
The programme of “The British Healthcare Event” is based on the “Open Space” approach, which aims to give each participant an opportunity to initiate and hold any new event, to introduce topics for discussion, and to take part in those gatherings which are of greatest interest to such participants.
Proposed events:
1. Exhibitions and presentations.
2. Conferences, seminars, roundtable discussions.
3. Personal meetings with the management of leading public and private clinics of St. Petersburg.
4. Visits to leading public and private healthcare facilities of St. Petersburg.
Participants:
It is anticipated that specialists and experts in the following spheres will take part in the events:
1. Medical service (clinics).
2. Medical academia (universities and colleges).
3. Researchers.
4. Pharmaceutical companies.
5. Manufacturers and distributors of medical equipment
6. Providers of health insurance and medical assistance
7. Non-profit organizations operating in the sphere of healthcare (medical associations, charity organizations)
Roundtable discussions will also involve politicians and relevant professional experts (e.g. economists, lawyers, insurers, and bankers), and representatives of executive and legislative authorities of Russia.
The project is unique in its design: for the first time a communication base is being established for professionals from two countries, linking the interests of their respective medical communities, researchers, academics and business communities.
The event is being held as a part of the programme of the “St. Petersburg Medical Forum” the main constituent of which is an annual conference. Over 150 managers working in the sphere of Russian healthcare, as well as politicians and experts from all over the country, will take part in it when it is held in May 2011. The forum has become one of the leading debating platforms of the Russian medical community where such topical issues as the development of medical service markets, improvement of medical systems, the surmounting of administrative barriers and the launch of self-regulation programmes are discussed. We invite medical associations, healthcare facilities, representatives of British teaching hospitals and colleges, pharmaceutical companies, medical equipment manufacturers, insurance and assistance companies to participate in “The British Healthcare Event in St. Petersburg”.

There are the following events under the main programme (they can be changed or added by participants):
Dates:
“The British Healthcare Event in St. Petersburg” will be held on 25th-27th May. The main programme lasts for 2 days, the 3d day – topical workshops on request of British clinics and companies.
The project is unique as the programme is based on the “Open Space” approach, which gives each participant an opportunity to form discussion programme, to introduce topics for discussion and questions for roundtable discussions, seminars and discussions in small groups. And above all to communicate and discuss with all contributors and experts the topics which are of greatest interest to such participants, share knowledge and experiences between colleagues, decide some practical questions.
Seminar: The development of professional medical associations and self-regulation in healthcare.
Questions under discussion: Professional medical associations in the United Kingdom: historical background and activity review, experiences of government affairs and contribution to healthcare reform. Perspectives and procedure of development of self-regulation in Russia.
Parties involved:
1. Professional medical associations of The United Kingdom and Russia.
2. Politicians, lawyers and relevant professional experts
Duration: 3 hours
Seminar: The development of private-state partnership in Russian healthcare: problems and perspectives.
Questions under discussion: Peculiarities ofprivate-state partnership in Russian healthcare. A private-state partnership project in a children’s hospital in St. Petersburg. Concept discussion and papers preparation on private-state partnership projects. Implementation of outsourcing in healthcare establishments.
Parties involved:
1. Politicians and relevant professional experts
2. Lawyers, representatives of investment companies and banks
3. Management of public health authorities and medical establishments.
Duration: 4 hours
Roundtable discussion: The role of financial sector in the improvement of British medical goods purchasing.
Questions under discussion: How to facilitate an access to export credit loan for exporters, what Russian banks and British export-import establishments can do to improve sales of British medical equipment.

Roundtable discussions: Medical tourism: promotion of medical services in leading British hospitals.
Subjects for debates: Case analysis and factors hampering the development of medical tourism between two countries; Russian patients’ specific needs and their demands for medical care and service: main canal of promotion of medical services in St. Petersburg; plans for cooperation between Russian and British clinics and assistance companies.

Subjects for debates: How to change architecture of medical institutions and their design so that doctors and patients feel comfortable during their treatment.

Duration: 4 hours
Awareness-rising seminar for representatives of British companies (manufactures of medical equipment, expendable materials, pharmaceuticals): “Peculiarities of placing a government and municipal order in healthcare and pharmacy in 2010-2011 in Russia”.
Subjects for debates:
– ways of placing an order for procurement in healthcare
– lot formation peculiarities in the process of procurement in healthcare
– peculiarities and description of technical and functional characteristics in procurement of pharmaceuticals and medical equipment in technical enquiry
– acceptability of pharmaceutical trade name indication at order stage
– essential requirements to participants placing an order for procurement in healthcare
– acceptable requirement to documents attached as a part of a tender/ proposal in the process of placing an order for procurement in healthcare
– some peculiarities in order placing in healthcare by request for quotation
– technology of on-line auction
– on-line auction as a way to place an order for pharmaceuticals procurement

Seminar for doctors and medical sisters (the list is going to be added): Practical application of advanced medical technologies in British and Russian hospitals.
– Neurorehabilitation and the role of ergo-therapy in social integration for post-stroke patients.
– Clinical use of PALPA in a post-stroke aphaziology.
– Modern aspects of rehabilitation in traumatology
– Wound management
– Implementation of international standard (check list) in preoperative assessment

Duration of each seminar – 3 hours
Visits to public and private healthcare facilities of St. Petersburg
British clinics representatives will be able to visit leading multipurpose hospital units and diagnostic centers of St. Petersburg. It is possible to organize an individual programme. There will be meetings with management in each clinic (chief doctors and/or his/her deputies, chiefs of departments, doctors)
Duration: 4 hours
There will be a final press-conference for mass media on world achievements in these medical trends at the end of “The British Healthcare Event in St. Petersburg”.
A guaranteed presentation, engagement in a discussion, answers to journalists’ questions is offered to a British clinic representative during the press-conference.
Participant paid an organizational fee gets an opportunity to:
1. Participate in all main events including speech and/ or presentation, roundtable discussions, visits to clinics (for 3 representatives from a clinic/ company).
2. Hand out presentation folders to all participants.
3. Participate in press-conference for mass-media.
4. Add information about his/her organization in the summary “Guide to The British Healthcare Event in St. Petersburg”. (circulation 500 copies, Russian/ English)
It is possible to settle an individual pattern of participation.
Presentation of production and exhibiting units is also possible (should be additionally agreed with the organizers of the event)
Organizational fee is 2900 pounds per company/ clinic.
Additional programme (having a special request from a British company, cost of extra events should be agreed additionally and it is not included in main contribution).
Topical workshops on advanced medical technologies in treatment, diagnostics, rehabilitation.
Workshop’s aim is to promote advanced medical services providing by leading British clinics among doctors in North-West region and St. Petersburg for a subsequent interaction and treatment of Russian patients.
Workshop is organized on advanced application from a British clinic sent before 25th April 2011.
Topical workshops on medical devices, equipment, IT technologies and other infrastructural maintenance of a clinic and etc.
Workshop’s aim is to promote advanced medical equipment and devices, expendable materials, armamentarium, IT, etc. among doctors in North-West region and St. Petersburg
Workshop is organized on advanced application from a British clinic sent before 29th April 2011.
Organizational fee of an additional topical workshop – 5000-15000 Pounds
(It is possible to order one topical workshop for several British companies working in the same sphere)
